What can I do if there is no Nokia care point available and the vendor refuses to resolve the problem?

I have bought the C3 last October in Panama City which is 400 km from here. It is an unlocked ATT because ATT does not exist in Panama, the vendor showed me that Wifi is recognised but I did not know that the Wifi MAC is all zeroes, so the routers (any router) refuse to connect. I have made several firmware updates, but to no avail. Usually MAC should not be zero as it is a unique production number, but if it can be set to zero by ATT (obviously to oblige the owner to use their services instead of Wifi), this means that it can be reprogrammed and thus the reset should be reversable. I have been writing to Nokia since last October, but they have replied as if they had not read my question, When I tried to clarify what this is about, they have not replied anymore. There should be someone at Nokia who knows.
